The only variable was latency.<\/p>\n<p>Look at the measures operators are actually held to and you can see the lag built into all of them. Mission-capable rate. Terminal dwell. Schedule reliability. Operating ratio. Operating and support cost per flying hour. Every one of those is a <em>lagging<\/em> indicator \u2014 an honest account of what already happened, and, by construction, silent on the hour the operator is currently standing in. An organization managing by those numbers alone is steering by its own wake.<\/p>\n<p>The cost of the lag does not scale linearly, either. It compounds. A problem caught while it is still merely a problem is cheap: a reorder, a scheduled fix, a route change, a patch.
